Module 05 · Registration & Authorization

Flag State
Authorization

NavPoint holds active authorization under Panama and Vietnam Register — enabling us to process vessel registration, crew certification and LRIT services through official flag state channels. One agent for multiple flags.

What Authorization Enables

Why Use an Authorized Agent?

Official Channel

Direct Flag State Access

As an authorized agent, NavPoint submits directly to the flag state authority — faster processing, no intermediary, and verifiable authorization status.

Crew & Vessel

Full Service Coverage

One authorized agent handles crew COC/endorsements, vessel LRIT registration and ISM certification under the same flag — eliminating coordination overhead.

Legal Certainty

Verified Certificates

Certificates issued through NavPoint are verifiable in the flag state's official database — not third-party copies that may be challenged at PSC inspection.

Authorization Process

Company Authorization Process

Timeline below refers to NavPoint's own flag state authorization process — applicable context for companies seeking to become their own agents.

1

Entity Registration

Company registered in Vietnam with appropriate business classification for maritime services. Legal counsel verifies requirements per each flag state.

⏱ 2–4 weeks
2

Qualifying Document Preparation

Preparation of the authorization application package — company documents, qualified personnel CVs, office requirements and financial guarantees as required by each registry.

⏱ 2–4 weeks
3

Flag State Application

Application submitted via the flag state's online portal (SEGUMAR for Panama, LISCR Online for Liberia). NavPoint tracks progress and responds to supplementary requests.

⏱ 8–16 weeks (DOC/ISM company authorization)
4

Vetting & Approval

Flag state reviews the application, may conduct a remote or in-person verification. NavPoint coordinates and prepares responses to any queries raised by the maritime authority.

⏱ 4–8 weeks

Authorization Granted

Written authorization issued by the flag state. NavPoint is listed on the official agent registry and can begin processing crew and vessel applications.

⏱ Authorized to operate
Note: For individual seafarer certificate processing (COC, endorsements), turnaround is typically 3–10 working days once the application is complete, not 8–16 weeks. The longer timeline above applies to company-level authorization/DOC only.
